Shelters will have different goals depending upon their resources and demographics. We need to decide what type of test will work best for your area as well as make distinctions between (1) adoptable dogs: (2) un-adoptable dogs; (3) dogs with workable issues (what are they and what you can handle) Looks at finding ways to develop a good assessment while keeping theory vs reality in mind.
